QPS founder, Melissa Quirk, brings more than 20 years of experience working at the intersection of affordable multifamily housing policy, organizational strategic development, program design and implementation, and public administration and management. As a senior leader in local governments and nonprofit housing agencies, Melissa crafted strategies to further housing access, funding, policy, and planning decisions impacting low-income households.
